Most urban counties have streamlined local licensing into a single framework. In Nairobi, for example, the Unified Business Permit (UBP), accessed digitally via NairobiPay (nairobiservices.go.ke), bundles several distinct county clearances into one annual application:  

1. Trading License: Core permission allowing your business type to trade at a specific physical address.  
2. Fire Safety Inspection Certificate: Proof that your space meets local fire safety standards.  
3. Advertising / Signboard Permit: Required if you display an exterior sign, shopfront branding, or bill poster.  
4. Health & Food Certificates: Triggered automatically for hospitality, food handling, or public-facing retail.

Costs depend on your county, physical location, business activity, square footage, and employee headcount.  

Crucial Deadline: Business permits run on a calendar year schedule (Jan 1 – Dec 31) regardless of when you apply. Most counties enforce a renewal deadline of March 31st, after which a 3% monthly penalty accrues on outstanding permit fees.

Fire Safety Certification

• The Requirement: County Fire Department officers inspect premises to verify adequate fire prevention measures (serviced carbon dioxide/foam extinguishers, hose reels, smoke detectors, and marked emergency exit paths).  
• Validity: 12 Months (Renewable annually alongside SBP).

Public Health & Medical Certificates

• Food & Beverage Handler Medical Certificates: Under the Public Health Act, every employee directly involved in handling food, drinks, or medical products must undergo health screenings at an authorized county medical clinic every 6 months.
• Food Hygiene License: Issued to restaurants, food processing units, butcheries, and cafes following a physical site inspection by the County Public Health Officer.  

NEMA (National Environment Management Authority) Clearance

• Required for businesses whose operations impact the surrounding environment, such as manufacturing plants, high-noise entertainment venues, construction projects, chemical processing, or waste management ventures.
• Minor businesses require a simplified Environmental Impact Assessment (EIA) clearance, while heavy operations require full annual audits.
